As of Sept. 9, 2015, eight states in addition to California have released preliminary or final results of the Smarter Balanced assessments administered to students in the spring of 2015. They are Connecticut, Delaware, Idaho, Missouri, Oregon, Vermont, Washington and West Virginia.
While the Smarter Balanced scoring system is the same in every state, ranging from level 1, the least proficient, to level 4, the most proficient, states have different terminology to describe the four levels.
In most states, students scoring at level 3 are labeled “proficient,” while Connecticut identifies students at level 3 as “meeting the achievement level.” In Oregon, the level for proficiency is simply listed as a 3 or higher on the state’s press release regarding preliminary scores. California education officials have rejected the term “proficient” and instead describe students at level 3 as having met the standard and at level 4 as having exceeded the standard.
Regardless of the terms used to describe them, each of the four levels should be roughly equivalent in each state. In the following charts, state results are presented by each of the four achievement levels.
A composite score for student performance in grades 5-8 and 11 in English language arts and math is not listed since, in several states, the data were not available, or had not been compiled for every grade and subject. Results from Delaware, Idaho, Oregon and West Virginia are preliminary. Missouri’s 8th grade math assessments did not include students in 8th grade Algebra 1. In Washington State, about 50 percent of 11th graders did not take the tests.
